Low salaries and motivation in the field of education and science;

1. Consistently implement a plan for the dismantling of corruption;

3. To promote academic integrity policies and procedures in Education and Science

4. To ensure the conditions for fair and honest competition in education and the academic community

6. Recognition of the co-financing of the education sector and parents of science, scientists,

7. To recognize the existence of monopolies in testing and work on quality tests

8. Work on the conditions to increase wages in the sector, with an increase in the qualification

Monitoring of the implementation of plans to dismantle the system of corruption revealed:

Of the 168 anti-corruption measures

satisfied - 52% partially - 21%

not fulfilled 27%

There is a common understanding

There is no clear regulation works

There is no coherence interactions within the Ministry of Education and between public authorities

Low communication and access to information between departments

No well-functioning monitoring and evaluation system in the state body that raised the quality of management of the sector

Participation in monitoring the implementation of the operating system to dismantle the system of corruption and its development plans show:

The difficulty and complexity of the work on prevention of corruption

It increases the credibility and the credibility of the state bodies

Engaging OS in its development allows to reveal new patterns and include a new anti-corruption measures

Enabling OS monitoring plan is an effective instrument of influence on the public authority and increase operating status
